in time water will erode anything. . . Couldnt hurt to waterproof it. . . Cement is water proof to an extent by the way. . .

But you may have some water leakage as cement is not totally waterproof.
Also cement leaches a chemical poisonous to fish. . . Does this waterfall go into a pond?
